SEOUL, Feb 27 (Reuters) - The United States remains open to dialogue with North Korea without preconditions, South Korea's Yonhap news agency and other media reported on Friday, citing the White House as saying.
During the seven-day WPK conclave, Kim Jong Un introduced the “Haekpangasoe” system while reaffirming his will to beef up nuclear capabilities in a new five-year military development plan.
