Boelter claimed to have a doctorate of education, and said he spent extensive time in the Democratic Republic of the Congo in Africa — where he was seen in videos apparently preaching on stage.

Authorities held a briefing on Sunday night to share the latest on their search for Vance Boelter, who is suspected to assassinated Rep. Melissa Hortman and her husband and shooting Sen. John Hoffman and his wife on Saturday morning.

The Minnesota Bureau of Criminal Apprehension reports that Boelter was last seen on Saturday morning in Minneapolis, after the shootings, wearing a light-colored cowboy hat, a dark long-sleeve shirt, and light pants while carrying a dark cross-body bag.

What law enforcement first described as a “manifesto” penned by the man sought in the the shootings that killed and wounded state legislators and their spouses is primarily made up lists of lawmakers and abortion providers,

"MN Shooter's suspects vehicle located near MN HWY 25 and 301 Ave. in Faxon TWP, Sibley County," says the alert.
